On 26 May 2025, Iceland, Liechtenstein and Norway signed new Memoranda of Understanding with Estonia under the EEA and Norway Grants 2021–2028. 

Through the EEA and Norway Grants, the Donor States have allocated 72 million euro to a total of six programmes and funds. Priority will be given to green transition, crisis preparedness, innovation, and public health.

Supported Areas

The objective of the programmes is to contribute to social and economic development in Estonia and to strengthen the cooperation between Estonia, Iceland, Liechtenstein and Norway. 

  • The cooperation on green transition has been strengthened, focusing on renewable energy and cuts in emission, rehabilitation of ecosystems, as well as sustainable management of fish and marine resources.
  • Support is also provided for circular economy and commercialization of carbon-neutral and green technology.
  • Better primary health care, mental health of vulnerable groups as well as development of genetic medicine and treatment is prioritized.
  • Crisis response and preparedness is a new area of cooperation that includes information security, cyber security, social inclusion and strengthening of democratic institutions. Included also is protection and preservation of cultural heritage.

Gender equality and digitalisation are integrated in all relevant programme areas. Cooperation with international organisations is strengthened, and 6.5 million euro have been allocated to support civil society.

A total of 3.6 million euro has in addition been earmarked to projects related to the challenges experienced as a result of Russia’s invasion of Ukraine.

In Estonia, the EEA and Norway Grants 2021–2028 are managed by the Ministry of Finance, which acts as the National Focal Point.

Partnership

The agreement also foresees a continuation of close cooperation and exchange between entities in Estonia and Norway, Iceland and Liechtenstein.  Three public agencies and institutions from Norway are involved in the development and implementation of the programmes. They will play key roles in facilitating cooperation between partners in the Donor States and Estonia.  

The OECD is involved in the Green Transition programme as an International Partner Organisation.
