Poland

On 23 April 2025, Iceland, Liechtenstein and Norway signed new cooperation agreements with Poland under the EEA and Norway Grants 2021–2028. Poland is the first of the 15 Beneficiary States to sign the Memoranda of Understanding for the new funding period, reaffirming the close partnership between the three Donor States and Poland.

A total of 924.9 million euro has been allocated to eight programmes, making Poland once again the largest Beneficiary State of the EEA and Norway Grants.

Supported Areas

The new programmes will help accelerate the green transition, strengthen research and innovation, and support justice, culture and civil society. A dedicated contribution will also address challenges arising from Russia’s invasion of Ukraine.

  • Advancing climate-friendly solutions and energy efficiency to reduce CO₂ emissions.
  • Strengthening research and innovation, with special emphasis on early-stage and female researchers.
  • Supporting local development and green business in cooperation with Norwegian partners.
  • Promoting democratic values, human rights and the rule of law through judicial cooperation and civil society support.
  • Enhancing participation, diversity and sustainability in culture and the arts.

Gender equality and digitalization will be mainstreamed and form part of all relevant programme areas. 

Poland, as other countries, has experienced substantial challenges resulting from the Russian invasion of Ukraine. The programmes and bilateral funds will include measures for addressing these challenges.

Partnership

Thirteen public agencies and institutions from the Donor States – twelve from Norway and one from Iceland – will take part in developing and implementing the programmes, alongside Polish institutions. The Council of Europe will act as International Partner Organisation in the Justice programme.

Iceland, Liechtenstein and Norway, through the EEA and Norway Grants aim to contribute to social and economic development in Poland, while strengthening cooperation between Poland and the Donor States.
