The EEA and Norway Grants are now accepting proposals from Fund Operators to manage the Fund for Social Dialogue and Decent Work. 

The Fund for Social Dialogue and Decent Work is made available to actors in all the Norway Grants Beneficiary States, to strengthen social dialogue between workers’ organisations, employers’ organisations, and public authorities, and promote decent work.

To apply as a Fund Operator your organisation must be a legal entity in the EEA and be independent of social partners and political parties.

What does the role of Fund Operator involve?

The Fund Operator, selected through an open tender procedure and directly contracted by the Financial Mechanism Office of the EEA and Norway Grants, will be responsible for managing the Fund for Social Dialogue and Decent Work and contributing to the objective of the Fund through an open call for proposals, selecting and contracting projects, providing capacity-building support, and other Fund activities.

How to apply

Interested organisations are invited to submit their proposals by 20 January 2026 at 13.00 (Brussels time). Detailed guidelines, including terms of reference, eligibility requirements and application procedures, are available on this site.

About the Fund for Social Dialogue and Decent Work

The goal of the Fund for Social Dialogue and Decent Work is to strengthen social dialogue between workers’ organisations, employers’ organisations, and public authorities and the promotion of decent work.

Social partners and public authorities are the primary actors and beneficiaries of the Fund. International organisations, including organisations for workers and employers, social enterprises, and educational and research institutions are relevant partners. Civil society organisations also play an important role.

Support for social dialogue and decent work has been a key priority for the Norway Grants since 2009. The Norway Grants are funded by Norway. Through the Norway Grants, Norway works closely with partners in 13 EU Member States in Central and Southern Europe and the Baltic States (the “Beneficiary States”), to contribute to the reduction of social and economic disparities in the European Economic Area (EEA) and the strengthening of bilateral cooperation with Norway.
