The purpose of the Project is to develop methods of good governance for the higher territorial units of Slovakia in the regional development area, with the overall objective of increasing the quality of regional governance in Slovakia. Reference is made to the application dated 20 March 2006, and correspondence with the Focal Point dated 4 January, 18 January and 25 January 2007. The completed Project shall include the following activities and results: - identified and analysed characteristics of the existing regional governance in Slovakia with focus on regional development; - development of a good governance model for the self-governing regions of Slovakia; - development of a programme for the enhancement of powers of executive and elected representatives of regional self-governments (Competency Increasing Programme (CIP)), including testing by representatives of the self-government regions of Nitra and Prešov; - recommendations for legislative, institutional and structural changes to increase the effectiveness and the efficiency of the regional self-government governance in the regional development area; and - Project promotion and publicity. The Project Promoter is the Carpathian Development Institute. The Focal Point shall ensure that the State budget of the Slovak Republic will provide at least 15 percent of the estimated eligible costs of the Project.
