Project aimed at improving the quality of the social dialogue in Romania through the creation of the Centre for better regulation for SMEs, whose activities contribute to a better fundament of the laws and regulations with impact on SMEs; strengthening the operational capacity in the field of social dialogue for the Romanian social partners through the transfer of know-how from their Norwegian counterpart; and, promoting a more ethical and efficient social dialogue through organizing educational and awareness raising campaigns in order to promote the project and the importance of social dialogue. 

The primary objective was to create a conducive environment for SMEs by simplifying regulations and enhancing the quality of social dialogue at both national and local levels. The project involved several key activities, including training 50 CNIPMMR representatives in social dialogue, analyzing the impact of legislation on the business environment, and creating a mobile application to gather feedback from SMEs. Additionally, the project promoted tripartite dialogue through events involving business organizations, government, local authorities, and trade unions across Romania. A study visit to Norway was organized for CNIPMMR representatives to observe and learn from the Norwegian social dialogue mechanisms. Following the study visit, mixed working groups were established to address topics identified during the visit.

The project also included awareness-raising campaigns to promote the importance of social dialogue and the project's objectives. Communication activities were conducted to ensure effective coordination among project partners and stakeholders.

 

Summary of bilateral results

The project aimed to strengthen the operational capacity of Romanian social partners through the transfer of know-how from their Norwegian counterparts. The Norwegian partner organised a study visit to Norway for CNIPMMR representatives to learn from Norwegian social dialogue mechanisms. The project promoter reported on the learnings from the study visit, and highlighted the tripartite dialogue, the bipatite dialogue and functioning of collective barganining between the trade trade unions and employers, the autonomy of the socal partners, the monitoring of the implementation of collective agreements, and the development of civil society consultation within the public decision-making process.
