Capacity-building to develop a more efficient functioning of tripartite structures at regional/county level through training for the Commission for Social Dialogue (CSD) from 8 counties AND to support the functioning of bipartite dialogue structures at county/local level through training for members of the Joint Commissions (JC) from schools and County Schools Inspectorates.  The primary objective was to strengthen the capacity of tripartite and bipartite dialogue and consultation structures within the education sector to ensure functional and efficient activities.

The project aimed to enhance social dialogue and cooperation by focusing on several key objectives. It sought to develop a more efficient functioning system of tripartite social dialogue structures at the regional and county levels. This was achieved by informing and training members of the Commission for Social Dialogue (CSD) from eight counties, involving employers and employee representatives from various economic sectors. Secondly, the project aimed to support the functioning of bipartite dialogue structures at the county and local levels by informing and training members of the Joint Commissions (JC) from 100 schools and 20 County Schools Inspectorates. This involved training 720 employee and employer representatives on social dialogue. Additionally, the project included awareness-raising activities and the creation of an information network among social partners and public and private sector organizations to promote understanding of the benefits of decent work conditions and social protection, with a focus on work-life balance, health and safety, and equality in the education sector.

Summary of bilateral results

The project promoter highlighted that the contribution of the Norwegian partner (SL Norway) concerned transfer of knowledge about the structure of the social dialogue. Experts presented during the various meetings (seminars, rounds tables, study visit ) the Nordic model based on trust between partners and how to have an efficient dialogue using the win-win approach.
