The purpose of the Project is to strengthen cooperation between judiciary institutions and municipalities at local and regional level through specialist capacity building, installation of security cameras in municipalities and public awareness raising on prevention of juvenile offence, with the overall objective of prevention and reduction of juvenile delinquency in the Zemgale region. The completed Project shall include the following activities and results: 1. Elaboration and piloting of a juvenile justice cooperation mechanism; 2. Capacity building of juvenile justice specialists in issues relating to juvenile delinquency; 3. Installation of security cameras in schools and juvenile meeting places; 4. Information dissemination and publicity activities to school children and the general public on juvenile delinquency and 5. Project management. The Project Promoter is the Zemgale Planning Region. Subject to national law, the Project shall be implemented in partnership with the National Norwegian Crime Prevention Council (KRÅD), the County Council of Aizkraukle, the City Councils of Bauska, Dobele, Jelgava and Jekabpils, State Probation Service and the NGO "Parents from Jelgava". The Focal Point shall ensure that the Project Promoter and the municipal partners shall provide at least 15 percent of the estimated eligible project cost as follows: Zemgale Planning Region 5.06 percent, Aizkraukle 0.6 percent, Bauska 1.36 percent, Dobele 0.94 percent, Jekabpils 7.04 percent.
