The purpose of the Project is to develop functioning public utility and transport systems in the Kurzeme region, with the overall objective to facilitate the administrative reform by supporting the establishment of sustainable and competitive regions (novads). Reference is made to the application dated 9 June 2008 and any subsequent correspondence with the Focal Point. The completed Project shall include the following activities and results: - Implementation of the computerized water management and control system in Talsu district/novads; - Development of administrative and institutional model for the integrated public transport service system in Kurzeme Region; - Development of public utilities models in four administrative units of Kurzeme planning regions (Liepaja, Kuldiga, Ventspils and Saldus); - Training and study trip to Norway; - Publicity measures; and - Project Management. The Project Promoter is the Kurzeme Planning Region. Subject to national law, the Project shall be implemented in partnership with Ventspils District Council, Kuldiga District Council, Saldus District Council, Liepaja District Council, Talsi City Council, Gibulu Municipality Council and Laidzes Municipality Council. The Focal Point shall ensure that the Project Promoter provides 2.26 percent, Ventspils District Council 0.42 percent, Kuldiga District Council 0.53 percent, Saldus District Council 0.42 percent, Liepaja District Council 0.42 percent, Talsi City Council 7.11 percent, Gibulu Municipality Council 2.41 percent and Laidzes Municipality Council 1.43 percent of the total eligible Project costs.
