Development of Supervision and Treatment System for Sex-Offenders in Latvia

The purpose of the Project is to increase knowledge of sex-offender management of Latvian probation staff by implementing new working instruments and strategies, with the overall objective of contributing to safety in the Latvian society by improved sex-offender management. Reference is made to the application dated 10 June 2008 and any subsequent correspondence with the Focal Point. The completed Project shall contain the following activities and results: 1. Acquisition of risk/need instruments for assessing sex offenders; 2. Training of experts working with sex-offenders using the acquired instruments; 3. Implementation of 'Thames Valley Sex Offender Groupwork Programme (TV-SOGP)'- treatment and relapse prevention ; 4. Creation of Multi Agency Public Protection Boards (MAPPB) for supervision of dangerous offenders; 5. Support to victims of sex-offences and 6. Management and publicity. The Project Promoter is the State Probation Service (SPS). Subject to national law the Project shall be implemented in partnership with Latvian Prison Administration (LPA) and the NGO "Dardedze". The Focal Point shall ensure that the Project Promoter shall provide at least 15 percent of the estimated eligible project cost.
