The purpose of the Project is to establish a multifunctional support centre in the National Rehabilitation Centre (Vaivari) for children with special needs and their parents, with the overall objective of improving the quality of health, social care, educational services and rights for children with special needs. Reference is made to the application dated 9 June 2008 and any subsequent correspondence with the Focal Point. The completed Project shall include the following activities and results: 1. Drafting of Working Program for Centre; 2. Development of guidelines for children’s early functional evaluation and information collection for operation of Centre; 3. Development of training courses for rehabilitation specialists and other specialists; 4. Training of Centre specialists; 5. Detailed design for the reconstruction of the Centre premises; 6. Reconstruction and establishment of Functional Evaluation and Therapy Unit and In-Patient Unit in the Centre; 7. Pilot project of the Centre operation; and 8. Management and publicity. The Project Promoter is the State Ltd. National Rehabilitation Centre "Vaivari". Subject to national law the Project shall be implemented in partnership with Riga Stradins University and The NGO Union of Latvian Rehabilitation Professional Organizations. The Focal Point shall ensure that the Project Promoter shall provide at least 15 percent of the estimated eligible project cost.
