The purpose of the Project is to create and deliver executive training courses focused on entrepreneurship, ICT (Information and Communications Technology) and innovation, customised for the Baltic states, to private and public sector professionals; with the overall objective of increased competitiveness of local knowledge-based economy. Reference is made to the application dated 2 March 2007 and any subsequent correspondence with the Focal Point. The completed Project shall include the following activities and results: 1) Project management; 2) Develop entrepreneurship and ICT framework for the Project (define and compile best practices of entrepreneurship and ICT); 3) Research Baltic best practices for entrepreneurship and ICT; 4) Establish collaborative working environment infrastructures (a) set up collaborative working space on server for Project management; (b) establish an asynchronous distance e-learning community portal to deliver training and (c) establish an e-Government system for Rezekne city council (will include CWE (Collaborative Working Environment) infrastructure and supportive systems); 5) Train the trainers (20 local faculty will be prepared to write Baltic case studies and taught how to deliver executive training courses. Teaching provided by Norwegian partner assisted by local partners.); 6) Develop Baltic multimedia training materials; 7) Develop distance and e-learning modules (website, continuously reprocess and update materials to ensure functionality of collaborative working environment through asynchronous distance e-learning community portal.); 8) Deliver training to executives (20 3-day training course seminars (4 training modules) to about 400 business professionals, public service administrators and local university faculty); 9) Integrate materials into MBA and PhD programmes (12 replicated, local workshops on writing case studies for university staff and 24 replicated executive training seminars for university staff); 10) Validation and dissemination (publicity). The Project Promoter is JSC Riga International School of Economics and Business Administration (RISEBA). Subject to national law, the Project shall be implemented in partnership with the Banking Institute of Higher Education (BIHE), the Ventspils University College (VUC), the State JSC "Mortage and Land bank of Latvia" (Hipoteku Banka), the Rezekne City Council (RCC) and the Norwegian University of Life Sciences (UMB). The Focal Point shall ensure that the Project Promoter and its partners provide at least 15,90 % of the estimated total eligible Project costs, thereof at least 15,01 shall be provided by the Rezekne City Council.
