The purpose of the Project is to develop and implement a resocialisation programme for three prisons in the Zemgale region, with the overall objective of improving the efficiency of the penalty enforcement system in Latvia. Reference is made to the application dated 2 March 2007, and to further correspondence with the Focal Point dated 27 August, 5 September, 1 October, 4 October and 30 November 2007. The completed Project shall include the following activities and results: - preparatory actions for implementation of the resocialisation model; - social correction measures aimed at the target group; - provision of language classes; - provision of vocational education programmes; - renovation and reconstruction of the learning premises at the Jelgava and Jakabpils prisons; - purchase of educational equipment; - publicity and closing conference; - management. The Project Promoter is the Latvian Prison Administration. The Project shall be implemented in partnership with Viesite Vocational School, Jelgava Amatu School, Jelgava Vocational Secondary School and the County Governor of Hordaland, Norway. The Latvian government budget shall provide at least 15 percent of the estimated eligible Project costs.
