The purpose of the Project is to increase the quality of penal enforcement in Viru prison and to help create a sustainable reintegration system, with the overall objective of preventing crime and reducing recidivism amongst prisoners in Estonia. Reference is made to the application dated 24 May 2007, and to additional information received through the Focal Point, dated 10 October 2007 and 24 October 2007. The completed Project shall include the following activities and results: - development and implementation of basic skills and vocational skills programmes for inmates aged 14-26, including the compilation of a book for students and of a manual for teachers; - development and implementation of a training programme for prison staff, including a study visit to Norway for Chief Inspectors; - purchase of equipment for and furnishing of three vocational therapy rooms and one 'drug-free' department; - Project management and publicity. The Project Promoter is the Ministry of Justice of Estonia. The Focal Point shall ensure that the Project Promoter provides at least 15 percent of the estimated eligible Project costs.
