Management of website and data collection

The Minister’s role

The Minister manages the content of the websites eeagrants.org/pl/Poland and eeagrants.org/en/Poland (hereinafter "Website") and is the controller of personal data provided on the Website.

Data that is collected through the Website is not controlled by the Minister.

The Financial Mechanism Office’s role

The Website is a part of the EEA and Norway Grants multisite network (hereinafter “Multisite network”).  

Home page of the Multisite network is here: https://eeagrants.org/en. The Financial Mechanism Office manages the multisite as the technical service provider.

The Financial Mechanism Office uses Matomo, an open-source analytics platform, to collect information about how visitors use the websites in the Multisite network. Matomo collects such information on visitors as website visit counts, visit duration, referrer information and part of the visitor’s IP address.

The Financial Mechanism Office is the controller of this data and uses it to analyse and improve the performance of the entire Multisite network.

The Financial Mechanism Office uses cookies on the Multisite network. The cookie policy is included into the Financial Mechanism Office's privacy policy. 

The Minister does not process data collected via Matomo or cookies.

Personal data processing

The purpose of personal data processing

Minister of Development Funds and Regional Policy collects and processes personal data in the framework of the implementation of the Norwegian Financial Mechanism 2021-2028 and the European Economic Area (EEA) Financial Mechanism 2021-20281, in particular to provide information and to promote Financial Mechanisms, including management of the Website.

The legal basis for data processing is the fulfilment of legal obligations incumbent on the Minister (Article 6 paragraph 1 letter c of the GDPR2), in connection with:

  1. an agreement between the Kingdom of Norway and the European Union regarding the Norwegian Financial Mechanism 2021-20283 and the Memorandum of Understanding on the implementation of the Norwegian Financial Mechanism 2021-2028 and Regulations on the implementation of the Norwegian Financial Mechanism for 2021-20285,
  2. an agreement between the European Union, Iceland, the Principality of Liechtenstein and the Kingdom of Norway on the EEA Financial Mechanism 2021-20286 and the Memorandum of Understanding on the implementation of the EEA Financial Mechanism 2021-20287 and Regulations on the implementation of the Financial Mechanism of the European Economic Area8.

Data retention period

Personal data will be stored for a period of at least five years from the acceptance of the final programme report by the institutions representing Donor States.

After the lapse of the aforementioned period personal data will be subject to archiving in accordance with the provisions of the Act of 14 July 1983 on the national archival resources and archives9.

Types of data processed

The Minister collects and processes the following personal data: first and last name, e-mail address, position, represented entity, image, voice.

Obligation to provide personal data

Providing personal data is voluntary but necessary to implement the programme, project or agreement under the EEA and Norway Grants, in particular to participate in information and promotion actions.

Source of data

Data subjects and data made available by:

  1. institutions and entities involved in the implementation of the Norwegian and EEA Financial Mechanisms including in particular applicants, beneficiaries, grantees, partners,
  2. contractors and other entities participating in public procurement financed by the Norwegian and EEA Financial Mechanisms.

Recipients of data

The employees and associates of the Ministry of Development Funds and Regional Policy have access to personal data. Moreover, personal data may be/is entrusted or made available to:

  1. Donor States and entities performing tasks on behalf of these States,
  2. the Ministry of Finance and the entities involved in the implementation of the EEA and Norway Grants,
  3. public authorities (based on the provisions of law), including Statistics Poland (Główny Urząd Statystyczny) and the Social Insurance Institution (Zakład Ubezpieczeń Społecznych),
  4. contractors.

The rights of data subject

The right to access and rectify your personal data

In exercising this right, you may ask the Minister, among other things, whether the Minister is processing your personal data, what personal data the Minister is processing and where the Minister obtained it from, as well as the purpose of processing, its legal basis and how long the data will be processed. In case the processed data are out of date you may request the Minister to update it.

The right to obtain the restriction of the data processing – if the grounds set out in the Article 18 of the GDPR are met

The restriction of personal data processing results in the Minister only being able to store personal data. The Minister may not pass the data to other entities, modify or delete them. 

The restriction of personal data processing is temporary and lasts until the Minister assesses whether the personal data is correct, processed in accordance with the law and necessary for the purpose of processing.

Information about automated decision making, including profiling

Personal data will not be subject to automated decision making, including profiling.
